Please
be advised that effective September 2013 the rules of accepting requests for
paper FMS invitations have changed.
In
most cases the new regulations will NOT affect your everyday
practice.
However
if you :
a) are parents traveling with a minor
child who needs a family-member visa support
b) are citizens of a third country
applying in your consulate
c) have any pages with prolongation
marks or corrections in his/her passport
-
then extra documents are needed to submit requests for watermarked paper
invitation from the Federal Migration Service.
For
all personal documents of the prospective visitor except for the passport copy,
a notarized translation into Russian and/or apostille are required. The
documents subject to translation include but are not limited to marriage certificate, birth certificate, copies of former
visas, work or residence permit, copy of the Green Card et cetera.
Citizens
of the following countries need to submit notarized translations
only:

Albania,
Algeria, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Bulgaria,
Croatia, Cuba, Cyprus, Czech Republic, Estonia, Georgia, Hungary, Kazakhstan,
Latvia, Lithuania, Macedonia, Moldova, Mongolia, Montenegro, North Korea,
Panama, Poland, Romania, Serbia, Slovakia, Slovenia, Spain, Tajikistan, Tunisia,
Turkmenistan, Ukraine, Uzbekistan, Vietnam

Citizens
of all other countries need to submit notarized translation AND apostille or
consular legalization stamp, placed in the country of the document
origin.
